Rick is a proud Catholic and family man with an inflexible moral compass. Rick is a life-long Kansan, married to his loving wife Rita for over 45 years. Rick and Rita raised three amazing children and are now blessed with five fantastic grandchildren.
Rick is a veteran of the US Army who has owned and operated successful commercial businesses for 30+ years in Kansas. Rick is also the owner and operator of Billinger Farms, which he founded over 27 years ago in Western Kansas. Rick has a long history of helping and giving back to his community. Rick served on the Goodland City Commission for 20 years, many of those years as Mayor.
Rick previously served for 2 terms in the Kansas House of Representatives and 1 term in the Kansas Senate where he had a direct positive impact on the State. In the Senate Rick is actively holding the following leadership positions; Chair of Joint Committee on State Building Construction, Chair of Corrections Subcommittee/Ways and Means, Chair of Labor & Human Rights Subcommittee/Ways and Means, Vice Chair of Financial Institutions and Insurance, Vice Chair of Ways and Means. Rick also is serving on the Legislative Budget Committee, Joint Committee on Pensions, Investments and Benefits, 2019 Special Committee on Financial Institutions and Insurance, Agriculture and Natural Resources Subcommittee/Ways and Means, Senate Select Committee on Healthcare Access, Agriculture and Natural Resources, Lottery and Gaming Subcommittee, KPERS Subcommittee/Ways and Means, General Government Subcommittee.
Rick is a member of the NRA, Farm Bureau, Pheasants Forever, Kansas Manufactured Housing Association, The Catholic Church, Kiwanis, BPOE Elks Club, Kansas Wheat Grower Association, American Legion, Sugar Hills Golf Club, and Fort Hays State Alumni Association. ADDITIONALLY rick serves on the board of directors for western plains energy.
Rick has also served as executive board member for The Boy Scouts of America and Kanza Bio Diesel.
